Position Title: CMT Manager 2
Location: Riverside, CA
Department: Construction Materials Testing & Special Inspection (CMT&I)
Reports To: Chad Davis, Area/Sector Manager

Position Summary

The CMT Manager 2 is responsible for overseeing daily operations, staffing, quality performance, and client service for the office or department team. This role combines elements of field services supervision, operations management, and office administration. The CMT Manager 2 provides leadership to field, lab, and administrative staff; ensures compliance with company standards and local jurisdictions; supports business development; and contributes to the financial performance of the office.

This mid-level management role is designed for individuals with substantial industry experience and proven supervisory capability. While a technical degree is preferred, equivalent experience in materials testing, inspection, and field operations will be considered. The position provides opportunity for advancement to higher management levels based on demonstrated leadership, financial management capability, and strategic impact.

Roles and Responsibilities

  • Oversee daily office, field, and lab activities to ensure efficient workflow and timely project execution.
  • Maintain and improve quality of CMT&I services, ensuring compliance with industry standards, internal procedures, and client requirements.
  • Provide leadership, mentoring, training, and performance feedback for field technicians, lab staff, and administrative personnel.
  • Manage staffing levels, scheduling, resource allocation, and project assignments.
  • Support operational administration, proposals, estimating, and client communication.
  • Facilitate efficient billings and collections through close and constant collaboration with the project controls (PC) team and the finance and accounting (F&A) team
  • Serve as primary point of contact for local jurisdictional compliance needs, including Fire Marshal and facility requirements.
  • Ensure facility maintenance, equipment readiness, supply management, and safety standards.
  • Coordinate with the Lab Supervisor on lab operations, quality control, and workflow.
  • Build and maintain strong client relationships through consistent communication and service delivery.
  • Review field and lab reports for accuracy, timeliness, and technical quality.
  • Assist in the development of annual budgets and monitor office revenue and expenses.
  • Participate in regional management meetings, strategic planning discussions, and cross-functional initiatives.
  • Promote a culture of professionalism, teamwork, customer service, and continuous improvement.

Minimum Qualifications

  • Extensive experience in construction materials testing and inspection (8+ years).
  • Demonstrated experience supervising field or lab personnel in a CMT&I environment.
  • Strong understanding of operations, project workflows, and quality requirements.
  • Ability to lead teams, coach staff, build culture, and resolve operational challenges.
  • Strong communication and client-interface skills.
  • Working knowledge of local agency requirements and code requirements affecting CMT&I operations.
  • Experience with scheduling, resource management, and project coordination.

Preferred Qualifications

  • B.S. in Civil Engineering, Geology, Construction Management, or related field (or equivalent 8+ years of experience).
  • Experience with profit & loss (P&L) interpretation and analysis, budgeting and financial reporting.
  • Experience in proposals, estimating and business development.
  • Familiarity with AASHTO/ASTM/Caltrans standards and test methods
  • Familiarity with accreditation requirements and quality management systems.

About the Job

  • Career Level: Lead/Supervisor
  • Employment Type: Full-time
  • Compensation: $130,000- $175,000 annual salary
    The expected salary range for the position is displayed in accordance with the state’s law. Final agreed upon compensation is based upon individual qualifications and experience.
