Senior Proposal Manager

We are seeking a Senior Proposal Manager (title dependent on years of experience and overall qualifications) to join our Southeast Proposals/Pursuits team! The right candidate should be located in the greater Atlanta area, with the ability to work in our Atlanta (Battery) or Duluth office; the position can follow a hybrid model.

This position reports directly to the Southeast Pursuits Director and plays a key role in leading the strategic development of complex, high-value proposals. The Senior Proposal Manager mentors proposal teams to achieve excellence in proposal submissions, aligns proposal efforts with broader business development strategies, and serves as a trusted advisor to executive leadership in pursuit planning. This role will support the National/Regional Pursuit Directors, Proposal Managers, Capture Managers, Graphics Proposal Specialists, and Client Services Managers (dedicated business developers and seller/doers) on a wide range of pursuits. Responsibilities include developing persuasive proposals, creating polished pursuit presentations and materials, and maintaining systems and tools that promote overall efficiency, effectiveness, and consistency.

Key Responsibilities:

  • Strategic Proposal Development: Serve as the primary point of contact for proposal efforts, engaging internal teams and external partners as needed. Lead the development of complex and strategic proposals — including public, private, design-build, and alternative delivery projects — for both our Infrastructure and Environmental divisions. Coordinate and lead all stages of the proposal review process, including kickoff meetings, technical and quality reviews, and development of shortlisted/final presentation strategies and materials.
  • Pursuit Strategy: Collaborate with leadership, capture teams, and business development stakeholders to develop win themes, messaging, and pursuit strategies.
  • Content Development: Write, edit, and tailor proposal content to meet project-specific needs and client criteria. Proofread and refine technical content to ensure clarity, persuasiveness, and alignment with win themes, client requirements, and branding standards, ultimately creating compelling, cohesive proposals.
  • Content Management: Maintain and improve a library of reusable content, including resumes, project sheets, and boilerplate responses, ensuring all materials reflect the company’s capabilities, experience, and brand standards.
  • Team Leadership: Mentor and guide proposal managers and support staff, fostering skill development and process improvements.
  • Quality Assurance: Oversee the proposal review process, ensuring the highest standards of quality, compliance, and creativity.
  • Executive Engagement: Serve as a key point of contact for executives during major pursuits, providing updates and strategic insights.
  • Innovation and Improvement: Identify and implement best practices, tools, and templates to drive efficiency and enhance proposal quality.
  • Relationship Management: Develop and manage relationships with teaming partners and subcontractors, overseeing their contributions to proposals.
  • Market Research: Conduct research on clients, competitors, and industry trends to strengthen proposals and maintain competitiveness.
  • Post-Submission Activities: Facilitate debriefs and lessons learned sessions to improve future proposal efforts.

Minimum requirements:

  • Bachelor’s degree in Marketing, Communications, Business, or a related field.
  • 10+ years of experience in proposal management within the AEC industry, including at least 3 years in a senior or leadership role.
  • Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and Adobe Creative Suite (InDesign).
  • Strong understanding of federal, state, and local government procurement processes and compliance requirements.
  • Proficiency with proposal management tools and familiarity with AEC industry standards.
  • Expertise in complex proposal strategies, including alternative delivery methods.
  • Exceptional leadership, communication, organizational skills, and attention to detail.
