Job Description
We are seeking a Senior Environmental Compliance Manager to join our Redmond, WA team! The Sr. Environmental Manager with 15+ years of experience leading and delivering complex, multi-state permitting and compliance programs for infrastructure, energy and restoration projects. Serves as a subject matter expert in NEPA/SEPA, Clean Water Act, ESA, and Pacific Northwest regulatory frameworks. Proven ability to manage large scale environmental reviews, including EIS-level efforts, while driving project delivery, regulatory strategy, and strong client relationships. Experienced in leading multidisciplinary teams, overseeing technical quality, and supporting business development across diverse project types. This role is highly technical, responsible for ensuring contractor and agency compliance with environmental permits, regulatory requirements, and environmental commitments on heavy-civil, design-build, and progressive design-build projects. This position works closely with Sound Transit and WSDOT/ODOT construction management teams, resident engineers, contractors, and regulatory agencies to proactively manage environmental risk, support construction schedules, and resolve compliance challenges in real time.
Job responsibilities include but are not limited to:
- Lead environmental permitting and compliance efforts for infrastructure, energy and restoration projects across multiple states
- Serve as NEPA lead for EAs, EISs, CEs, and FERC documentation including supplemental analyses and preparation and review of technical documentation
- Develop and implement permitting strategies for CWA Sections 401/404, RHA Section 10, ESA Section 7, SEPA, SMA, and local approvals
- Oversee project scope, budget, and schedule to ensure successful and timely project delivery
- Prepare and review Biological Assessments, NEPA documentation, and other regulatory submittals
- Support and lead business development activities including proposals, client engagement, and strategic growth initiatives
- Build and maintain strong client relationships and serve as a trusted technical advisor
- Lead or support large scale restoration and fish/wildlife habitat projects involving wetlands and aquatic resources
- Manage / Assistant Manage environmental compliance programs for Sound Transit, WSDOT / ODOT, FERC and local agency transportation projects.
- Interpret and implement environmental permits, approvals, and commitments for complex capital projects, including:
- Clean Water Act Sections 404 and 401
- ESA consultation and compliance
- Critical Areas Ordinances and local permits
- Fish-passage and mitigation requirements
- Stormwater permits, SWPPP development, and erosion/sediment control
- Serve as the primary environmental point of contact during construction, coordinating directly with Sound Transit and WSDOT staff, contractors, inspectors, and regulators.
- Develop, implement, and manage Construction Environmental Management Plans (CEMPs), permit compliance matrices, and environmental commitment tracking systems consistent with Sound Transit and WSDOT requirements.
- Conduct construction site inspections, environmental compliance monitoring, and environmental training for contractor and field staff.
- Support design-build and progressive design-build delivery by identifying environmental risks early, advising construction teams, and recommending practical, field-ready solutions.
- Prepare compliance documentation, inspection reports, corrective action plans, and agency correspondence.
- Lead coordination with regulatory agencies (e.g., USACE, Ecology, WDFW, USFWS, NMFS) during construction.
- Mentor junior environmental compliance staff and support field team development.
- Contribute to QA/QC processes and continuous improvement of environmental compliance workflows for Sound Transit and WSDOT projects.
Minimum requirements:
- Bachelor’s degree in environmental science, biology, ecology, natural resources, or related field.
- 15+ years of experience in construction-phase environmental compliance, preferably on WSDOT and Sound Transit transportation projects as well as FERC requirements.
- Demonstrated experience supporting renewables, transmission and distribution, heavy-civil, rail, roadway, bridge, and transit construction in the Pacific Northwest.
- Relevant certifications such as CPESC, PWS, or similar preferred.
- Preferred certification: Professional Wetland Scientist (WPS), WSDOT BA Author, ODOT ESA consultant
Technical requirements:
- Strong technical expertise in one or more of the following:
- Advanced knowledge of NEPA/SEPA process
- Construction environmental compliance
- Stormwater and erosion control
- Wetlands and waters permitting
- ESA compliance and biological monitoring
- Biological Assessments Author
- Fish passage and mitigation implementation
- Technical experience in fish passage and habitat restoration
- Working knowledge of WSDOT / ODOT, Sound Transit, FERC environmental requirements, specifications, and construction compliance expectations.
- Ability to work effectively in fast-paced construction environments and interface directly with contractors and agency staff.
- Strong communication, documentation, and coordination skills.

The expected salary range for the position is displayed in accordance with the state’s law. Final agreed upon compensation is based upon individual qualifications and experience.
